Different billing models need different evidence.
A directly metered electric bill, a submetered water statement and a RUBS allocation do not use the same inputs. Start by identifying which documents explain the billing method, then compare the current statement with a prior period.
For shared or allocated utilities
The most useful records are often the disclosed allocation formula, the underlying provider/master bill when available, occupancy or square-footage inputs, service dates and separately stated administration or service fees. State rules can add specific access or disclosure rights.
For metered or submetered utilities
Preserve meter readings, the unit used on both statements, any meter-test record and the billing period. Do not compare usage numbers when the two statements use different units or cover materially different service periods without accounting for that difference.
