First identify the billing model
- Direct utility account in the tenant’s name.
- Unit submeter measuring individual usage.
- RUBS or another allocation formula based on occupancy, square footage or another factor.
- Landlord-billed provider charges with a separate administration or service fee.
- Third-party billing provider handling statements or collections.
Then compare the state rule
The state may regulate which allocation method can be used, what the lease must disclose, whether tenants can inspect the provider bill, which common-area costs are excluded, how an administrative fee is calculated or capped, and how a final move-out utility bill is estimated.
