Why the audit starts with the billing method

A direct utility account, unit submeter and RUBS allocation require different records. Meter readings and usage matter for measured service. A RUBS review needs the source/master expense and the formula or weighting inputs used to calculate the resident share. If the method is unclear, identifying it is the first evidence task.

Service dates can explain more than the total

First bills, move-out bills, estimated reads and rebills often use service periods that do not match a simple calendar month. Compare the service start/end dates and billing days before treating one statement as a normal monthly baseline.

The lease and statement answer different questions

The statement shows what was billed. The lease and utility addendum can show who is responsible for the service, the disclosed billing method and separately stated fees. Keep those contract questions separate from whether the calculation itself matches the meter, formula or source bill.

For direct or submetered billing, look for usage, readings, rates and adjustments. For RUBS or another allocation system, look for the source/master amount, allocation formula and the resident inputs used in the calculation.

Should I compare the total or the usage first?

When measured usage exists, compare billing days and usage as well as dollars. If usage is similar but the total changed, look at rates, fixed charges, fees and adjustments. For allocation billing, compare the source expense and allocation inputs instead of treating personal usage as the only explanation.

What if utilities were shut off?

A shutoff or threatened shutoff should be routed separately from a normal high-bill audit. Preserve the provider notice, account holder, outage timing and landlord messages, then use the applicable provider, emergency and state process.
