Why the billing model matters

The same high total can come from very different systems

A direct utility account usually starts with provider-measured unit usage. A submeter can also measure unit usage, but the property or a billing provider may issue the statement. RUBS uses a property-level expense and an allocation formula rather than only your measured consumption. A landlord or third-party bill that shows neither readings nor a formula needs more documentation before it can be classified reliably.

Use the checker before the calculator

The RUBS Calculator is useful only after a property actually discloses a ratio/allocation method and its inputs. If the bill is submetered, compare readings and usage instead. If the method is unclear, request the calculation records before forcing the statement into a formula it may not use.

Then match the state source layer
