State-by-state cleaning charges

Move-Out Cleaning Fees by State

Cleaning rules are not uniform. Some states tie deductions to the starting level of cleanliness or normal wear, while others add specific notice or documentation rules. This page links only to states with a dedicated cleaning-focused source topic.

Do not confuse routine turnover with tenant-caused condition

The fact that a landlord cleaned a unit after move-out does not by itself answer whether the tenant is responsible for the charge. Compare starting condition, ending condition, lease language, actual work and the state-specific deduction standard.

Useful records

  • Move-in cleanliness checklist and photos.
  • Move-out photos/video.
  • Cleaning invoice or landlord labor documentation.
  • Lease cleaning clause and move-out instructions.
  • Deposit accounting and state-specific deadline records.
Educational information only. A state rule, company charge sheet or invoice does not by itself decide an individual dispute. The exact lease, condition, dates, evidence and local rules can change the result.
