A security-deposit dispute belongs in Indiana Code chapter 32-31-3. A landlord-issued water or wastewater statement can instead turn on IC 8-1-2-1.2 and 170 IAC 15. Keep those issues separate, and do not use the water/wastewater sub-billing rule as a shortcut for electricity or gas.
What makes the utility rule useful for renters
- Sub-bills must contain detailed calculation and service-period information.
- Submeter and RUBS/allocation methods have separate calculation logic.
- Landlord own use must be removed from tenant recovery.
- Resident collections are tied to the water/wastewater utility amount.
- Current IURC guidance limits the administration fee to $4 and says late fees are not permitted on sub-bills.
- At least 17 days must be allowed before collection action on sub-billing charges.
